If there is a zero in the Grand or Pup Tent line no delegate fee has been paid. 

Everyone wishing to attend or vote at the Supreme Scratch will have convention credentials indicating they have paid the 2026 Supreme Scratch registration fee.  See MOC Bylaws Section 534 for more details: 

Each Pup Tent (to include Grand Pup Tents) is required to register, in advance, at least one delegate to the Supreme Scratch by the payment of the fee. 

Each Grand Commander, voting members of Supreme Council and Past Supreme Commanders are required to register as said office in order to cast their individual votes. 
To attain full voting strength all PT’s, including Grand PT’s must register a delegate.

All delegates must be members in Good Standing.  The Orange 2026-2027 Annual membership card or a MOC Life Membership card will be proof the member is in Good Standing. 

Section 327.  Delegates – Supreme Scratch. 

Each Local Pup Tent shall be entitled to one (1) delegate and one (1) alternate for each fifteen (15) members or fractions thereof at the time of such report, provided the members elected hold a paid-up dues card and the Pup Tent has paid per capita tax in the month preceding the month the Supreme Scratch is held. 

To qualify for delegate and alternate representation at a Supreme Scratch, all per capita tax must be paid at least thirty (30) days prior to the Supreme Scratch. 

Pup Tents failing to comply with this provision shall be considered delinquent and in arrears and will be subjected to a late fee penalty and will be required to pay $25.00 to bring the Pup Tent out of arrears and back in good standing with the Supreme organization.
